Newport man sentenced for lewd conduct with a minor

Jon Roland-Ozzy Pounds, 27, of Newport, Wash., was sentenced Monday to serve up to 20 years in state prison for lewd conduct with a minor under the age of 16, the Kootenai County Prosecuting Attorney’s Office announced.

Pounds was sentenced by District Judge Scott Wayman, who ordered the first 10 years of the sentence would be fixed, and the remaining 10 years would be indeterminate, with credit for time served. On May 19, 2017, Pounds entered a guilty plea to the charge, which alleged genital-to-genital contact with a 15-year-old child in September 2016.

Wayman considered Pounds’ prior criminal history, which included two felony convictions and dated back to when he was 16. The judge noted that prior sentences in felony cases, including the retained jurisdiction program, did not deter the defendant from reoffending again.

Prosecuting attorney Barry McHugh praised the work of the Coeur d’Alene Police Department and deputy prosecuting attorney Laura McClinton, who prosecuted the case.

“Mr. Pounds is a danger to the community. Despite going through intensive programming provided by the state of Idaho, he continues to commit serious criminal conduct,” McHugh said, in a press release. “Judge Wayman appropriately evaluated his continuing danger to the community in determining this sentence. The fixed term guarantees that Mr. Pounds will not be eligible for parole for at least 10 years, and after that only if the Department of Correction believes he can be in the community without victimizing more children.”
