KCFR employees earn promotions, honors

POST FALLS — Kootenai County Fire and Rescue employees recently earned promotions, credentials and honors.

Jessie Morrow has been promoted to battalion chief of administration after serving for 10 years with KCFR, including most recently as director of administration.

Morrow is believed by KCFR administration to be the first female in Kootenai County to hold such a position and possibly the first in Idaho.

Captains Justin Capaul and Frank Harwood have earned the designation credentialing them as fire officer by the Commission on Professional Credentialing.

The fire officer designation is earned through experience, education, leadership, community involvement, professional contributions and identification of a future professional development plan.

"Captains Capaul and Harwood both help lead our team of highly motivated fire and EMS professionals by example," Division Chief Steven Isaacson said.

The fire officer program uses a peer review model to evaluate candidates seeking the professional credential.

Capaul, a fourth generation firefighter, also was one of 50 fire service professionals to be profiled in a new book called "American Firefighter." Each state has just one firefighter profiled in the book. There are more than a million fire service professionals in the country.

A portion of the sales of each book will support survivors of firefighters who have died in the line of duty.

Capaul is an advocate for the Everyone Goes Home campaign through the National Fallen Firefighters Foundation. He has an associate's degree in fire science and a bachelor's degree in business management.

"I am proud of his accomplishments and very pleased he works with us," Chief Warren Merritt said.

KCFR covers Post Falls, Fernan Village, Dalton Gardens, Wolf Lodge, Huetter and Stateline.
