Eluding suspect arrested

SANDPOINT — A Sandpoint man who managed to outrun law enforcement during a high-speed chase through Bonner County has been apprehended.
It’s not clear in court records whether Joshua James Lee Howell was picked up on one of several arrest warrants or turned himself in to authorities.
Howell is charged felony eluding, in addition to misdemeanor counts of battery and using a motor vehicle without the owner’s consent. He is being held at the Bonner County Jail in lieu of $40,300 bail, according to court documents.
The incident began unfolding shortly before midnight on Aug. 4, when Howell allegedly took a set of keys from a woman and declined to return them. The woman told police Howell grabbed her by the throat and pushed her to the ground, a probable cause affidavit said.
The woman’s vehicle, a Subaru Legacy wagon, was spotted headed eastbound on Highway 200 in Ponderay. Howell drove into Kootenai, where he ran stop signs and reached speeds of up to 70 mph, the affidavit said. Speeds reached 80 mph on Selle Road and Howell drove in the oncoming lane of traffic to cut corners. The pursuit continued in the Cabinet Mountains near Samuels, but officers lost track of the Subaru in clouds of dust that were kicked up during the chase, according to court documents.
The Subaru was ultimately found abandoned at the end of Grouse Creek Road. A K9 team attempted to track Howell in the woods, but the effort was not successful, the affidavit said.
A preliminary hearing on the felony eluding charge is set for Aug. 29.
Howell was the subject of fugitive warrants from Montana and Washington, court records show.
