DRIVERS: Beware white plates

Could someone tell me why during my travels throughout the Rathdrum Prairie, nine times out of 10, the cars and trucks I see that tailgate, weave in-and-out of traffic, and speed faster than the flow of traffic have Washington license plates? The other “one out of 10” is usually a jacked-up pickup truck from Idaho, which I understand because we were all there at one time during our lives.
