While Mary Souza’s proposed bill to provide scholarships for needy children has merit, the article indicated that only tax-free donations would be used to fund it. That statement begs the question, “How is the reduction in state income (from the nonprofit tax exemption) to be made up?” You’re right, from taxpayers.

All exemptions cause a reduction in state income that is made up by other taxpayers. I prefer that the state fund it directly rather than play games with exemptions.
