Man arrested after high-speed chase

PRIEST RIVER — A Laclede man wanted on warrants was arrested after leading law enforcement on a high-speed chase on Monday morning.

Daniel Frederic Barlow is charged felony eluding, according to Bonner County Magistrate Court records. He made an initial appearance in court via videoconferencing with the jail on Tuesday, although bail information was not immediately available.

Newport Police Chief Mark Duxbury spotted Barlow, whom he knew was the subject of arrest warrants, attempted to apprehend the man, but Barlow took off in a Buick, according to a Bonner County sheriff deputy’s probable cause affidavit. Speeds reached 95 mph as the pursuit hurtled east on U.S. Highway 2 toward Priest River, the affidavit said.

A sheriff’s deputy went to intercept Barlow, but Barlow ended up stopping at a storage unit business on the west side of town and parking. Barlow was arrested without further incident.

Barlow, 53, is being prosecuted at the felony level because speeds during the chase exceeded the posted 55 mph speed limit by 30 mph or more, according to the criminal complaint.

Barlow became the subject of a $10,000 arrest warrant out of Pend Oreille County for failing to appear at an arraignment hearing on Oct. 18, court records indicate. The nature of the criminal case against him in Pend Oreille County is not specified in available online court records.

Barlow’s arrest triggered a probation violation in a felony drug possession case in Bonner County which dates back to 2016, court records indicate. He received a suspended prison term and served 60 days of local incarceration, Idaho court records show.

A preliminary hearing on the felony eluding charge is set for Nov. 14.

Duxbury advised sheriff’s officials in Idaho that Barlow has not been compliant with requirements of his status as a registered sex offender, the affidavit said. Barlow is registered because of a 1992 conviction for continuous sexual abuse of a child in Ontario, Calif., in 1992. He was also convicted of molesting a minor child in Kings County, Calif., in 2005, according to the Idaho State Police Sex Offender Registry.

Both of those offenses are comparable to the Idaho crime of lewd and lascivious conduct with a minor, according to Idaho Code.
