COEUR d’ALENE — A 32-year-old man was arrested on a federal warrant Thursday morning when a police SWAT unit breached the door of his room on the third floor of the Coeur d’Alene Ramada Inn and sent in a K-9 trained to bite.

Ryan L. Haynes, who has used several addresses throughout the Northwest, was taken into custody at 9:35 a.m. after a two-hour standoff at the hotel on the 2300 block of Fourth Street.

An anonymous caller alerted police of Haynes’s whereabouts in an east-facing room on the hotel’s third floor, police said. When officers attempted to make contact, Haynes, who was wanted on a U.S. Marshal Service warrant for bank robbery in Oregon, barricaded the door and refused to come out.

“He said he had a firearm, so we had to assume he had a firearm,” Coeur d’Alene Police Detective Jay Wilhelm said.

Police evacuated the hotel and the nearby IHOP, which was just filling up with its daily breakfast crowd. A SWAT team moved in, its armored vehicle planting itself below Haynes’s window.

A standoff ensued for almost two hours as police negotiated with Haynes, who talked to team members from the window of his hotel room.

“He’s willing to talk,” Wilhelm said. “He’s just a little agitated.”

After more than an hour of negotiations, and while morning traffic trundled past on the usually busy Fourth Street, team members lobbed tear gas canisters through the window into the room in an effort to get Haynes to come out. The door was eventually breached and a bite dog was sent in. The dog did its job and Haynes surrendered.

Wilhelm said Haynes was intoxicated but lucid. Wilhelm said Haynes would be evaluated at Kootenai Health as part of a regular protocol before being booked into jail for resisting and obstructing arrest, and for a federal probation violation.

Police said Haynes’ criminal history includes a DUI in Kootenai County, thefts in Eugene, Ore., and a burglary charge in Alaska.
