Grand jury indicts SL man on lewd conduct charge

SANDPOINT — A Bonner County grand jury is indicting a Spirit Lake man on two counts of lewd and lascivious conduct with a minor.
Richard Oren Fowler made an initial appearance in Bonner County Magistrate Court on Thursday via video feed from the county jail. Judge Tera Harden set Fowler’s bail at $100,000 and appointed a public defender to represent him, court records show. Orders forbidding Fowler from having any contact with the alleged victims were also entered.
The grand jury indictment remains filed under seal. The iCourt database indicates the offenses date back to 2008, however.
Counsel for Fowler, 75, filed a motion for a mental health evaluation on Tuesday. Chief Public Defender Susie Jensen raised concerns in the motion that her client may not be capable to assist in his own defense due to his age and unspecified remarks he made during his initial court appearance.
The motion is pending.
Fowler is scheduled to be arraigned in 1st District Court on Aug. 26.
