NOTICE OF PUBLIC HEARING ZONE MAP AMENDMENT REQUEST Due to unforeseen circumstances, the public hearing for this project was postponed. Therefore, NOTICE IS HEREBY GIVEN that City of Hayden City Council will conduct a public hearing on Tuesday, January 14, 2020 at 5:00 p.m. at Hayden City Hall Council Chambers, 8930 N. LEGAL NOTICE Pursuant to 42 CFR 440.386, the Department of Health and Welfare is giving public notice of an impending change in the Idaho Medicaid State Plan. Upon CMS approval, the proposed changes will add a new Attachment 4.26, Drug Utilization Review Program, to the State Plan, which will be effective October 1, 2019. Medicaid has solicited input from Idaho's Tribal representatives regarding these changes in compliance with section 5006(e) of the American Recovery and Reinvestment Act of 2009 and its Tribal Consultation Policy. The Department also assures that individuals under twenty-one (21) years of age, pursuant to Early Periodic Screening, Diagnostic and Treatment services, may receive additional services if determined medically necessary and prior authorized by the Department. Idaho Medicaid is amending the State Plan to document, in accordance with Section 1004 of the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment for Patients and Communities Act (SUPPORT Act), the system edits, processes and procedures required by the Drug Utilization Review (DUR) provisions of the Act. Idaho Medicaid has already implemented the relevant system edits, processes and procedures. To comply with the Act, Idaho Medicaid will submit the following changes to the State Plan: *Descriptions of Idaho Medicaid's claims review limitations for opioids and other controlled substances. *Descriptions of the procedures the Department will use to monitor concurrent use of opioids and antipsychotics and promote improved coordination of care for clients who are prescribed drugs in both classes. *Descriptions of the processes used to monitor and manage psychotropic medication use by Medicaid-covered children, including foster children. *Descriptions of the Idaho Medicaid pharmacy monitoring activities that the Department uses to identify potential program fraud, waste and abuse. Since the required system edits, processes and procedures are already in place, the changes will not result in any increase or decrease in annual aggregate expenditures.
