SUMMARY OF CITY OF SANDPOINT ORDINANCE NO. 1373 Road Naming and Addressing AN ORDINANCE OF THE CITY OF SANDPOINT, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO; REPEALING AND REPLACING CHAPTER 4 OF TITLE 7, SANDPOINT CITY CODE, PERTAINING TO ROAD NAMING AND ADDRESSING; PROVIDING THAT THIS PROVISION SHALL BE DEEMED SEVERABLE AND THAT REMAINING SECTIONS OF SANDPOINT CITY CODE SHALL NOT BE AFFECTED BY A FINDING THAT THESE PROVISIONS ARE UNLAWFUL OR UNENFORCEABLE; AND PROVIDING FOR PUBLICATION AND AN EFFECTIVE DATE. A summary of the provisions of Ordinance No. 1373, repealing and replacing Sandpoint City Code Title 7, Chapter 4, as follows: Section 1 repeals existing Sandpoint City Code Title 7, Chapter 4, titled Numbering Buildings, and replaces it with a new City Code Title 7, Chapter 4, titled Road Naming and Addressing, providing the chapter title; providing for purpose and applicability, specifically that the new Code seeks to ensure that first responders have a predictable addressing system that will enable them to respond to all residential and business emergencies as administered through the Emergency 911 Communications System, provide for efficient delivery of City Services, US mail, and parcel delivery, and minimize future road name and addressing conflicts, that this Code shall apply to all public and private roadways, addresses for real property, and structures within the incorporated limits of the City, and that road names and addresses shall be assigned pursuant to the City Road Naming and Addressing Policy; providing for road naming and addressing standards, jurisdiction, and administration; providing for definitions; and providing for fees. Sections 2 and 3 provide for repeal and severability, publication, and an effective date. This publication is a summary of the full Ordinance and is being published pursuant to Idaho Code Section 50-901A. This ordinance was passed and approved upon a proper roll call vote and duly enacted at a properly-noticed session of the Sandpoint City Council, held April 15, 2020. Legal Notice STATE OF IDAHO LAND LEASE OPPORTUNITY PUBLIC AUCTION FOR LEASE Notice is hereby given pursuant to Article IX, § 8 of the Idaho Constitution and Idaho Code §§ 58-307, -310 and -313, that the State of Idaho, Department of Lands (hereinafter "IDL"), will conduct a public auction of Mineral Lease E100114, as set forth below. Auction activities will begin on Thursday, May 21, 2020, at 1:00PM (MDT) via a telephone conference call (only) established by IDL and available (only) to pre-registered auction participants. The deadline for auction registration to be received by IDL is Tuesday, May 19, 2020 at 5:00PM (MDT). Mineral Lease E100114 is for 5 years for the extraction of boulders with a leased premises of approximately 11 acres on the following described parcels located in Section 2, Township 61 North, Range 4 West, Boise Meridian, in Bonner County, Idaho: That portion of the eastern 200 feet of the SW1/4NE1/4 of said Section 2 lying east of the existing road, from the south line of said SW1/4NE1/4 and extending north 924 feet; and that portion of the western 330 feet of the SE1/4NE1/4 of said Section 2 from the south line of said SE1/4NE1/4 and extending north 924 feet. LEASE AUCTION TERMS AND CONDITIONS 1. The auction is for the leasehold interest only. 2. The rental rate and royalty rates for the lease to be auctioned have been established by the Idaho Department of Lands ("IDL") as set forth in the lease. The auction is for the highest bid in excess of the annual rental amount ("Premium Bid"). The minimum bid increment is $1.00. 3. No improvements exist in association with the lease. 4. All auction participants must register, and all registrations must be received by IDL by the registration deadline. No one will be permitted to register after the registration deadline. 5. If the applicant is a legal entity, any person representing the legal entity must be identified as an authorized officer, general partner, member or manager of the entity (as applicable), or must otherwise be authorized in writing by resolution of the entity, which authorization must be submitted by the registration deadline and approved by IDL prior to the start of the auction. Bidders may appear by agent or proxy on behalf of the applicant only with a fully executed power of attorney. The power of attorney must specify the authority granted to the agent/proxy (the statutory power of attorney form at I.C § 15-12-301 is preferred), and must be submitted by the registration deadline and approved by IDL prior to the start of the auction. 10. The successful bidder must submit the full amount of the non-refundable Premium Bid and the first year's rent online via the "Make Payment" option located at www.idl.idaho.gov/leasing/minerals-leasing/ by Friday May 22, 2020 at 5:00PM (MDT). If the successful bidder is a government agency, that bidder may submit the full amount of the non-refundable Premium Bid and the first year's rent via an agency-generated warrant or via an inter-agency payment by Thursday June 4, 2020 at 5:00PM (MDT). 11. If the successful bidder withdraws or refuses to accept or execute the lease, IDL will retain the Premium Bid, the first year's rent and the non-refundable application fee, and will award the lease to the second highest bidder if there were only two bidders, or will reauction the lease if there were more than two bidders. 12. No assignment, sublease or other transfer of the lease will be allowed or approved from the date of the auction until possession under the lease, and thereafter only in accordance with the terms of the lease. 13. All bids are subject to acceptance by IDL at close of bidding. Pursuant to Idaho Code § 58-310(4), IDL and the Land Board reserve the right to reject any and all bids when, in their judgment, there has been fraud or collusion, or for any other reason which justifies rejection of the bids. STATE TIMBER SALE CR200373, STEEP SHADY CEDAR A public oral auction will be conducted at the Idaho Department of Lands office, 2550 Highway 2 W., Sandpoint, ID 83864, at 8:30 a.m. local time, on Tuesday, May 19, 2020 for an estimated 2,030 MBF of timber marked or otherwise designated for cutting. In addition, there is an unestimated volume of forest products that may be removed at the option of the purchaser. Prior to bidding, eligible bidders shall present a certified check or bank draft payable to Treasurer, State of Idaho, or a bid bond acceptable to the State, in the amount of $51,262.50 which is 10% of the appraised net sale value of $512,625.00. The successful bidder's deposit will be forfeited to the State should the bidder fail to complete the contract. The State will not accept bids from parties who are delinquent on payments on existing state contracts. The average starting minimum bid price for Cedar is $578.60 per MBF and for Non-Cedar is $172.87. The sale is located within Sections 1 and 12, Township 57N, Range 04W, B.M., Bonner County, State of Idaho. Sale duration is 3 years. The sale may include blowdown and/or insect and disease infected timber which may result in additional volume and recovery reductions.
