Development proposals top busy Kalispell agenda

The Kalispell City Council has a busy schedule for its meeting tonight, which will be held virtually via Zoom videoconference starting at 7 p.m.
The agenda includes a proposal related to the city manager’s authority, a potential art project and four proposals related to development in the city.
The council will consider granting authority to the city manager to seek assistance directly from the state attorney general. Currently, requests for such assistance have to go through approval by the entire council.
Transferring this authority to the manager would streamline the process of seeking the attorney general’s support for matters of criminal prosecution. This support is called upon in situations where there is a potential conflict of interest with a local prosecutor, or when the Kalispell City Attorney’s Office needs additional training on new laws, such as the recent approval of marijuana use in Montana.
The council will also take up a proposal from the KALICO Art Center to create an art installation on traffic signal boxes in the city.
The KALICO Art Center hopes to wrap traffic signal boxes with vinyl decals printed with artwork from a local artist. KALICO would be required to enter into a maintenance and use agreement with the city to carry out the project.
KALICO is also asking the city to provide $7,200 in funds from the Tourism Grant Program to cover the cost of the decals and the reward to the selected artist.
Sands Surveying is requesting final plat approval for a four-lot minor residential subdivision on 1.01 acres at 435 College Ave. The request for the subdivision, known as Peterson Acre, comes on behalf of Timothy and Sarah Severson.
Another final plat request comes from Jackola Engineering on behalf of Spartan Holdings, LLC., for Eagle Valley Ranch Phase 1. The property in question is a 49-lot residential subdivision encompassing 21.9 acres located along U.S. 93, south of Ponderosa subdivision, east of Northern Pines Golf Course and north of the Montana National Guard facilities. This is the first phase of a total development consisting of approximately 99 acres.
One applicant has requested an appeal of a 2019 decision by the Kalispell Site Development Review Committee. Paul Bardos is appealing a condition required for Woodland Apartments, LLC., a nine-unit apartment complex located at 23 Woodland Park Drive/517 Shady Glen Drive. Bardos is appealing a condition of the complex’s conditional-use permit that requires widening Shady Glen Drive to meet city traffic standards.
Finally, the council will consider an offer to purchase city-owned lots at Old School Station. Development firm Matterhorn Capital LLC is proposing to buy either Lot 3a or Lots 8 and 9 at full listing prices. The lots have been listed for sale since April 2017.
The city sold Lot 6 in Feb. 2019 and Lot 4 earlier this year under a similar structure to the proposal for the current lots.
