Council holds hearing on stormwater plan

The Kalispell City Council will hold a public hearing on the city’s stormwater sampling plan at its meeting this evening.
The city has a permit from the Montana Department of Environmental Quality through 2021 for its stormwater management system. As part of the permit, the city is required to gather public input on their stormwater sampling plan. So far, the city has not received any public comments about the plan, but there will be a public hearing at the beginning of the meeting to discuss the plan.
The council also will consider resolutions of intent to update the city’s utility rates and impact fees. The Kalispell Public Works Department has held multiple work sessions to discuss updating the city’s utility fees and rates. They are currently looking at a plan that would increase sewer fees by about $13 a month throughout 2021 and by about $3 per month every subsequent year until 2025. Water fees would increase about $3 per month every year until 2025.
The council will also decide on setting a public hearing on these increases for March 2. They expect to adopt the new charges in March.
Multiple subdivision plat applications are on the agenda. The first is a commercial planned-unit development and major preliminary plat request from Spartan Holdings, LLC, for 25 acres of the planned Stillwater Bend development north of Kalispell.
Spartan Holdings has a placeholder planned-unit development for 56 acres at 2890 U.S. 93 North. Spartan Holdings intends to develop the area for mixed commercial and residential use, starting with the commercial development. The Kalispell Planning Board considered the PUD request and plat application and recommended approval at its meeting on Jan. 14.
For a smaller project, the council will consider a final plat request from Sands Surveying, Inc. on behalf of Kalispell Meeting Hall Inc., for a two-lot commercial subdivision at 135 Glenwood Drive.
The subdivision would divide an existing 1.72-acre lot into two lots approximately .8 acres each. The lots would be zoned B-1 for neighborhood business. On Jan. 11, 2019, the preliminary plat for the project was waived because, “it was found that the proposed subdivision met the criteria for preliminary plat waiver as outlined in Section 28.2.08 of the Kalispell Subdivision Regulations.” According to the meeting agenda, all of the preliminary plat conditions have now been met or “adequately addressed.”
Finally, the council will consider a final plat request from Sands Surveying on behalf of Go Development, LLC, for Glacier Village Greens Subdivision Phase 19, a 34-lot townhome residential subdivision on 5.24 acres located near 500 Palmer Drive.
Phase 19 is located on the west side of Village Greens golf course and is the last phase for the golf course community. The council approved the preliminary plat with 16 conditions in December 2002, and now all of the conditions have been met or adequately addressed.
In his report, City Manager Doug Russell said the Kalispell Police Department Detectives Division is working with Kalispell Parks and Recreation to identify suspects who have left graffiti in city parks in recent months. They are working to deploy extra patrols, a camera and other resources.
Russell also reported the final step required for the new Glacier Rail Park to be fully operational is now complete with the installation of crossing signals at the northeast end of the industrial park on Jan. 21.
