City of Moses Lake Notice of Application and Optional DNS Shoreline Substantial Development Permit Public Hearing The City of Moses Lake Engineering Department submitted an application on January 31, 2020 seeking a Shoreline Substantial Development Permit to add a booster pump to the city's water system. The proposal includes the booster pump, vault, electrical vault, fencing, and piping. The application was determined to be complete and ready for review on February 3. The project has been determined to be consistent with the City's Comprehensive Plan, and the Shoreline Master Program. The following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 19: Growth Management, Title 20: Development Review Process. Environmental review is required for this project. The City of Moses Lake has reviewed the proposal for probable adverse environmental impacts and expects to issue a Determination of Non-Significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. No adverse environmental impacts have been identified, so no mitigating conditions have been identified as necessary through SEPA. The project review process may include additional mitigation measures under applicable codes. Written comments on the environmental review of this project from the public, and agencies with jurisdiction will be accepted until 5:00 p.m. on February 18, 2020. A Public Hearing for this project is required. The public hearing will be held before the Planning Commission on February 27, 2020 at 7:00 pm, in the Council Chambers, Civic Center, 401 S Balsam.
