Kootenai Metropolitan Planning Organization Kootenai County Application for Funding Riverstone Transit Center Phase 2 Federal Transit Administration Section 5339 Bus and Capital Facilities Funding into and within the Coeur d' Alene Urbanized Area Notice of Opportunity for Public Comment Kootenai Metropolitan Planning Organization (KMPO), as the metropolitan planning organization (MPO) for Kootenai County, works in collaboration with the Idaho Transportation Department and the other four MPO's around the State of Idaho to provide funding for Bus and Capital Facilities that support public transportation through the Federal Transit Administration's Bus and Capital Facilities Program (Section 5339). The purpose of these funds is to provide capital improvement that remove barriers to transportation service and expanding opportunities for transportation mobility options. These program funds support transportation improvements within smaller urbanized areas in the State of Idaho with a population between 50,000 and 200,000. Eligible projects include both traditional capital investments, as well as nontraditional capital investments that support the utilization of public transportation. Application Request: This application for funds from the Federal Transit Administration Small Urban Section 5339 program, is to complete Phase 2 construction of the Riverstone Transit Center located at 2400 Riverstone Drive in Coeur d' Alene, ID. This phase includes 1. Completion of the Park & Ride lot located on the west side of the transit Center 2. Complete connections to existing adjacent pedestrian facilities, ancillary and/or complimentary facilities that will need to be constructed to make effective use of the site. 3. ADA accessibility will be incorporated into the design, to include access to the Center in compliance with ADA Guidelines. 4. Electric vehicle docking stations. 5. Landscaping, fencing, lighting, security cameras, signage, and site amenities 6. Construction of a 10 foot by 20 foot grounds maintenance structure to store small maintenance equipment. NOTICE: Kootenai County has also requested an amendment to the adopted site development plan, which would allow for construction of permanent overnight public transit vehicle bus parking/storage facilities to support: 1. four (4) fixed route vehicles (buses). 2.
