BOISE — The director of the Idaho Department of Environmental Quality says the agency needs money to clean up or contain past mining waste. JACKSON, Wyo. — Wyoming wildlife managers are criticizing plans by Grand Teton National Park to shoot nonnative mountain goats by helicopter.
