The Kalispell City Council is poised to vote Tuesday on an update of the city’s design and construction standards.

The council will meet at 7 p.m. Tuesday at City Hall due to the Dr. Martin Luther King, Jr. holiday on Monday.

The Public Works Department periodically updates the city’s design and construction standards. The council held a work session to discuss new changes on Dec. 9 and a public hearing on these changes on Jan. 6. The council received no public comments on the update, which “ensures conformance with current requirements of state and federal agencies, adopts changes in various materials and methods used in construction, and ensures the design and construction standards reflect the best practices necessary to support the services we provide to our community,” according to the meeting agenda.

The changes include: a requirement for a developers to obtain a post-construction stormwater maintenance permit; a requirement of a waiver of right to protest the creation of a stormwater maintenance district for developments that fail to maintain their infrastructure; the provision for Municipal Facility Exclusions to expire with developments’ preliminary plats; and various miscellaneous additions.

The council also will consider setting a public hearing on Feb. 3 to go over the city’s stormwater sampling plan. The city has a stormwater system permit from the Montana Department of Environmental Quality that expires on Dec. 31, 2021. The permit requires the city to develop a sampling plan to monitor the stormwater system and make this plan available for public review, so the council is now proposing a public hearing to satisfy this requirement.

Finally, the council will hold a second reading on a request to zone a 10-acre property at 155 Tronstad Road for residential development. Mark Schwager has requested an amendment to the Kalispell zoning pap to rezone the property from county jurisdiction to city RA-2 zoning. The council approved the first reading of this proposal on Jan. 6. Council member Ryan Hunter was the only member of the council to oppose the amendment, citing concerns about efficient growth.
