There are no visitor facilities on the island. Public access will resume on October 16, 2020. Blattner Energy, 392 County Road 50, Avon, MN 56310, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Rattlesnake Flat Wind Project, is located at the intersection of Phillips Rd and Suko Rd in Adams County. The project will involve 695 acres of disturbance for the construction of a wind energy facility. Stormwater discharge from the site ultimately discharge to Lind Coulee, Rattlesnake Flat, Lower Sand Hill Coulee, Upper Sand Hill Coulee, and their tributaries. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology's action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Notice of Application - Date of Notice: January 29, 2020 Notice is hereby given that Grant County has received a SEPA checklist from DGA Orchards LLC (Designated Contact: Andrew Schauer, 21902 US 97, Orondo, WA 98843) and determined this application to be technically complete on 10/10/19. Grant County expects to issue a Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used.
