Officers cleared in shooting of knife-wielding man

POST FALLS — The investigation into a deadly officer-involved shooting that occurred in Coeur d’Alene in September 2019 has determined that the officers were justified in their use of lethal force.
Police said 29-year-old Fares J. Al Samno was shot at 9:50 a.m. on Sept. 4 at the intersection of Canfield Avenue and Pine Grove Drive, after officers attempted to disarm him with a Taser and shoot him with bean bags.
Police initially responded to a report of a man behaving erratically and carrying a knife.
In response to the shooting, the North Idaho Critical Incident Task Force was activated. The Post Falls Police Department was assigned as the lead investigative agency for the task force activation.
The investigation reportedly showed that Al Samno threatened officers with a 4.25-inch knife in his hand. He did not comply with commands to drop the knife.
The results of the investigation were presented to the Kootenai County Prosecuting Attorney Barry McHugh for review for criminal liability.
McHugh announced on Jan. 6 that the actions of the involved officers were lawful and no charges will be filed.
