Group home for girls proposed on Eighth Ave. E.

A proposed youth group home planned on Eighth Avenue East in Kalispell will be considered Tuesday by the Kalispell Planning Board.

Chrysalis Schools of Montana, a Eureka-based organization for girls ages 13 to 18, is requesting a conditional-use permit for a transitional housing facility for at most eight teenage girls at 1005 Eighth Ave. E. in Kalispell. The board will hold a public hearing on the request.

Legally, this conditional-use permit cannot be denied, according to city documents. However, the meeting agenda states, “reasonable conditions may be placed on the facility consistent with conditions that might be placed on single-family homes.”

The site of the proposed Chrysalis Group Home is currently a single-family residence, and the proposed facility reportedly would be consistent with the use of the neighborhood. The owners would be required to make a few adjustments to certain features of the home before accepting residents.

Chrysalis Schools of Montana provides a 12 to 18-month residential treatment program for girls who have had difficulties developing a “healthy identity,” according to the application. The most common diagnosis of the residents is anxiety and/or depression. Residents are welcomed into the program from all across the country, and most have previously sought treatment from outpatient and inpatient treatments.

The transitional housing facility is not considered a rehabilitation center, and only “students who are not a known safety risk to themselves or others” are accepted.

Chrysalis Group Home would provide 24-hour staffed supervision, a structured daily schedule and house rules such as no substances or sexual activity on the property. Its program includes family therapy, a robust adventure program, and bi-annual international travel, according to the application. The program activities include hiking, biking and skiing.

Most of the girls in the home would attend Flathead High School, unless they are involved in employment or Flathead Valley Community College Running Start.

The meeting agenda reports, “no significant negative impacts on property values are anticipated as a result of the requested conditional use of the property,” and no public comments have been received on the proposal so far.

Following the meeting, the Planning Board will hold a work session on updates to the Kalispell Pedestrian/Bike Plan and a proposed planned-unit development at 430 Stillwater Road.

The board previously discussed the Stillwater Road PUD at a work session on March 10. This work session is “intended for information purposes only” and the board will not hold a public hearing on Monday or take any action at that time. However, following the work session they plan to hold a public hearing on July 14.

The PUD is for a prospective project that would include single-family and multi-family residential developments, as well as a retail area. Although the specific number of lots and dwellings could still change, the current plan includes 93 single family lots, 192 multi-family units, and approximately 1.77 acres of commercial/retail area, along with a clubhouse and approximately 3.5 acres of park areas.

At the work session, “planning staff will give an update of the project and answer general questions about the project.”

The meeting starts at 6 p.m. Tuesday in the Kalispell City Council Chambers, 201 First Ave. E.
