COEUR d’ALENE — Two unanimous votes and one 4-to-1 vote passed the finalized proposals of school zone changes during a special Coeur d'Alene School Board meeting held with only one attendee and from a safe distance Wednesday night.

The meeting live-streamed on social media and YouTube as the trustees voted on the changes, which are planned to take place starting at the beginning of the 2020-2021 school year.

At the elementary level, the board unanimously moved to adopt a proposal that implements changes for Hayden Meadows, Atlas, Skyway and Winton and forms an updated boundary for Northwest Expedition Academy in its new location on Prairie Avenue. No changes will occur for Fernan, Bryan, Borah or Dalton, although their boundaries will continue to be studied.

No changes will occur for Canfield, Lakes or Woodland middle schools, as no optimal solution could be found without planning for a fourth middle school in the near future. Those boundaries will be revisited once capacity can be addressed.

"There's a strong need for seats in middle schools," said district operations director Jeff Voeller, who presented the proposals to the board.

After discussion regarding the high school proposal and addressing that a pocket of students in the Fort Grounds will transition from Lake City to CHS, the board moved to accept the proposal, with one dissenting vote from Trustee Tambra Pickford

Trustee Lisa May read that this proposal splits the high schools "using the north-south line along Highway 95 and modifying the boundary presented on March 2, 2020, so the boundary will still continue south onto Lincoln Way and then turn west onto Hubbard (Ave.), follow Hubbard across Northwest Boulevard and around the area of North Idaho College and the Fort Ground community. The area around North Idaho College and the Fort Grounds would be moved to Coeur d'Alene High School. Additionally, beginning the 2020-2021 school year, freshmen would enroll at their newly zoned school and freshmen for the following three years would continue to enroll at their newly zoned school."
