PUBLIC HEARING NOTICE COMMUNITY DEVELOPMENT BLOCK GRANT AND USDA RURAL DEVELOPMENT CITIZEN PARTICIPATION PUBLIC HEARING CITY OF ROYAL CITY Tuesday, May 19, 2020 7:00 PM (time) NOTICE IS HEREBY GIVEN that a public hearing will be held by the City of Royal City Council to review community development needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from low- and moderate-income persons and persons residing in the City of Royal City. This hearing will also review the City's intent to file an application for federal assistance with the U.S. Department of Agriculture, Rural Development, Rural Utilities Service. Up to $900,000 may be available to the City of Royal City on a statewide competitive basis to fund public facility, community facility, economic development, and affordable housing projects that principally benefit low- and moderate-income persons. The City intends to submit a CDBG application to fund the preparation of a Water System Plan. The City also intends to submit a CDBG application and a USDA Rural Development Application for Water Main Improvements. The Water Main Improvements project includes the design and construction of several water mains located throughout the City. The anticipated cost of this project is $2,000,000 and the USDA Rural Development application will be for approximately $1,100,000 in grant and loan funds. An outline of the proposed Water Main Improvements project will be posted at City Hall and on the City's website (royalcitywa.org) and will be available for review beginning on Tuesday, May 5, 2020. Comments may be submitted in writing to the City of Royal City (by mail, email, or in person) until Tuesday, May 19, 2020 at 5:00 pm.
