Arrest made in lottery ticket theft

CLARK FORK — A Hope man implicated in the theft of lottery tickets from a local gas station was arrested following brief foot pursuit on May 3.
Zachary Craig Vanbooven-Carlson is charged with two counts of burglary and two counts of state lottery fraud. He made an initial appearance in Bonner County Magistrate Court on Monday, May 4, via video link with the county jail. Minutes from the brief hearing were not immediately available, however.
Vanbooven-Carlson, 29, stole 32 scratch-off tickets from Hays Chevron on April 10, a probable cause affidavit alleges. He is seen arriving at the station and asks a clerk to fill a propane tank for him, according to surveillance video. While the clerk was filling the tank, Vanbooven-Carlson is alternately glancing back at the employee and toward a case which held the lottery tickets.
Vanbooven-Carlson was next spotted a nearby Cenex station, where he collected $141 in ill-gotten winnings, according to court documents.
Vanbooven-Carlson is facing a second burglary charge because he entered the Cenex station in order to commit a theft.
A preliminary hearing in the case is set for May 13. Burglary is punishable by up to 10 years and state lottery fraud is punishable by up to five years in prison, according to Idaho Code.
Vanbooven-Carlson allegedly took off on foot when sheriff’s deputies attempted to serve an arrest warrant in the 1700 block of Peninsula Road on Sunday evening. Vanbooven-Carlson was apprehended after losing his footing and falling, a probable cause affidavit. He is charged with resisting arrest, a misdemeanor.
The state also filed an addendum to the criminal complaint, which alleges Vanbooven-Carlson is a persistent violator due to two prior felony convictions, one for burglary in Bonner County in 2017 and another for witness intimidation in a felony domestic violence investigation by Coeur d’Alene Police 2018.
If convicted on the underlying charges, the sentencing enhancement would add five years to life in prison, according to Idaho Code.
