VENEZUELA-SANCTIONS EVASION — One of Asia’s biggest asphalt companies is helping Venezuela skirt harsh U.S. sanctions by moving hundreds of millions of dollars on behalf of the state-run oil company PDVSA, according to an Associated Press investigation. VIRUS-OUTBREAK-UKRAINE — Coronavirus infections in Ukraine began surging in late summer, and the ripples are hitting towns like Stebnyk in the western part of the country. The chief doctor at the only hospital in the town of 20,000 people is watching the rise with alarm and anguish.
