Notice of Public Hearing & Optional DNS City of Moses Lake Public Hearing - The City of Moses Lake Planning Commission will hold a public hearing on November 12, 2020 at 7:00 p.m. to consider amending development regulations to define and permit the use of "Sleeping Shelters" in the C-2 zone. Remote participation is available and encouraged, please check the City of Moses Lake website for the remote link www.cityofml.com. Proposed definition: "Sleeping Shelter" means a structure not exceeding 96 square feet in area without utilities used for the purpose of sleeping by indigent persons on a temporary basis. Proposed Allowance: Allowable in the C-2 Zone when such shelters are administered by a Public Agency and/or Non-Profit Organization in conjunction with a Public Agency, when such Public Agency and/or Non-Profit Organization shall administer the use of Sleeping Shelters for the purpose of housing indigent people. The Building and Planning Officials may exempt any applicable Building Code Regulations, Planning Regulations and/or Permitting Requirements as deemed necessary for such use after review. Citizens who would like to speak on this matter during the meeting will need to contact the Planning Department (509.764.3745) no later than 3 p.m. on the day of the hearing and provide the name or number you will use to access the virtual meeting. Written comments may be emailed to vramsey@cityofml.com or mailed to City of Moses Lake Community Development Department, P.O. Box 1579, Moses Lake, WA 98837. Information related to this proposal is available for review on the city's website www.cityofml.com. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the Planning Department. SEPA Review- Environmental review is required for an amendment to development regulations. The City of Moses Lake has reviewed the proposal for probable adverse environmental impacts and expects to issue a Determination of Non-Significance (DNS) for this proposal. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposal. No adverse environmental impacts have been identified, so no mitigating conditions have been identified as necessary through SEPA. The project review process may include additional mitigation measures under applicable codes. Written comments on this project proposal from the public, and agencies with jurisdiction will be accepted until 5:00 p.m. on November 2, 2020.
