Moses Lake secures funding plan for new recreation center

MOSES LAKE — With a unanimous vote, the Moses Lake City Council on Tuesday approved the bond ordinance to fund the remodeling of the Larson Recreation Center at 610 Yakima Ave.
According to The Driftmier Architects PS, the new 30,000-square foot facility, enhancing the batting cages and ice rink currently on the property, will provide large spaces for sports, camps and classes, meeting community goals set by the Parks, Recreation & Cultural Services Department. The facility will also have a large locker room and skate rental shop.
Within the bond ordinance is an agreement with the State of Washington Local Option Capital Asset Lending (LOCAL) program, run by the state treasurer, allowing city governments to use the borrowing power of the state to issue bonds.
Through the LOCAL program, the city will borrow $11.4 million and pay $750,000 annually for 20 years with an interest rate of 2.47%.
With an interest rate so low, getting out of the 20-year payment commitment early most likely won’t be an option, said finance director Cindy Jensen.
Funds for this debt will come from the city hotel/motel tax, and more will be available once the Civic Center debt is paid off this year.
The executive documents outlining the city’s decision are due to the state April 29. Once received, the city will be issued the bonds in June, with money available by June 22.
The grand opening for the new facility is planned for early 2022.
