407-unit housing project planned off Foy's Lake Road

Two proposed housing projects top the Kalispell City Council agenda on Monday, including a 407-unit development off Foys Lake Road.
Bison Hill LLC is requesting a planned-unit development and major preliminary plat for a 139-acre property at 964 Foys Lake Road.
The proposal outlines a large development called Mountain View consisting of 407 units on the north side of Foys Lake Road and west of the U.S. 93 bypass. They would be divided into 225 single-family lots, 16 cottage lots and 166 townhome lots, along with just over 40 acres of open space and park area.
A planned-unit development overlay previously in place on the property, formerly known as Willow Creek, has expired.
Another development proposal on Monday's agenda is familiar to the city council. Meadows Edge LLC is requesting preliminary plat approval for Phases 3 and 4 of the Meadows Edge subdivision, an ongoing project northwest of the city.
Phases 3 and 4 of the subdivision would encompass 54.91 acres of land located at 1120 Farm to Market Road.
The preliminary plat request calls for 125 units broken into 31 single-family lots for Phase 3; 21 single-family lots for Phase 4 and 73 townhome lots.
Meadows Edge is expected to have a total of 304 units. The initial 179 residential lots from Phases 1 and 2 have either been final-platted or are about to be final-platted, according to council documents.
THE COUNCIL is expected to approve a second and final reading of an ordinance that will expand the use of accessory dwelling units in many city neighborhoods.
There was overwhelming support for the measure during a first reading on July 19. Touted as an affordable housing solution, the ordinance will make secondary dwelling units an administrative conditionally permitted use in residential zones where duplexes are currently allowed.
The first reading passed 7-1, with only council member Chad Graham opposed. Council member Kari Gabriel was absent for the meeting.
Earlier this year a similar ordinance passed the first reading with most of the council's support, only to be tabled and ultimately discarded a few weeks later when three council members changed their votes upon second reading.
The meeting will be open to the public and start at 7 p.m. at City Hall, 201 First Avenue East.
