Troy officials formalized the city’s changing of the guard last week with outgoing Mayor Dallas Carr swearing in two city councilors and the municipality’s lay judge.

Shawna Kelsey took her oath of office on Dec. 15 for another term on city council. Newcomer JP Downey will join Kelsey and fellow city councilors TJ Boswell and Crystal Denton in January. Both Kelsey and Downey were elected by acclamation after no other candidates ran in opposition.

Ronald Traenkner will take over as city judge after former Judge Robbee Pennock stepped down from the position. Incoming Mayor Chuck Ekstedt was not present for the ceremony owing to illness.

The Dec. 15 meeting was Carr’s last as the city’s top official. Before adjourning the session, Carr commended Kelsey and Boswell for their efforts in securing grants for the municipality and applauded Denton for her many years of service on the council. Carr wished Ekstedt a speedy recovery and said he would work with him to ensure a smooth transition.

“We all work together to achieve the same goal and that’s the town of Troy and the people that live in it,” Carr said.

Councilors in turn commended Carr for his time and dedication to the city.

“There’s one thing that is definitely true is that you do have the heart of Troy in you,” said Boswell. “The amount you cared and the effort you put forth in the last four years is very commendable and I appreciate it.”
