COEUR D’ALENE — A man is being held on $100,000 bail after police said he had drugs on his person while trespassing.

Joseph J. Garlinghouse, 28, of Coeur d’Alene, is charged with possession of a controlled substance, a felony, as well as possession of drug paraphernalia, being under the influence in a public place and trespassing, all misdemeanors.

Police responded around 2 a.m. Thursday to a report of a suspicious person in a residential neighborhood in Coeur d’Alene.

Officers contacted Garlinghouse, who they said had been trespassed from a nearby residence two days prior and spotted near the residence’s back door the night before.

The reporting party placed Garlinghouse under citizen’s arrest for trespassing, according to court documents.

A search of Garlinghouse’s person allegedly yielded a glass pipe containing a white substance that police said was meth, as well as other paraphernalia.

Garlinghouse pleaded not guilty to the charges on Friday.

Judge James Combo ordered that Garlinghouse be held on $100,000 bail.

Community Library Network’s new policies could fracture regional library consortium

For decades, the Community Information Network has enabled libraries in North Idaho and eastern Washington to share their collections and broadened patrons’ access to materials. Now a restrictive policy for minor library cardholders in the Community Library Network, unlike any other in the library consortium, could mean that patrons across the region lose access to library materials.
