Brion Phy, 57, was arrested in the 3000 block of U.S. 2 in Priest River at 10:16 p.m. on charges of possession of a controlled substance (methamphetamine) and possession of paraphernalia with intent to use drugs, and on a fugitive-of-justice warrant from Washington.
