NOTICE OF PUBLIC HEARING North Place Zone Change (File No. RZNE-0001-2020) NOTICE IS HEREBY GIVEN that the City Council of Post Falls will hold a public hearing at City Hall, 408 Spokane Street, on the 6th of July, 2021 at 6:00 p.m., on a request to rezone approximately 239.63 acres from Single-Family Residential (R-1) to a Residential Mixed (RM) zoning designation. The Planning and Zoning Commission forwarded a recommendation of approval to City Council and to cap the development at 1400 dwelling units at the May 11, 2021 Public Hearing. Single-Family Residential (R1): The R1 Zone is intended for one single-family home on one lot of minimum size or larger and to permit other accessory uses that are associated and compatible with residential use. Lot area and building bulk and placement requirements shall agree with the values set forth in section 18.20.040, "Official Bulk And Placement Regulations Table", off the PFMC. Residential Mixed (RM): The Residential Mixed (RM) zone is intended to accommodate a mixed residential community with a variety of housing types at varying densities within the development area. Small scale neighborhood commercial/office uses may be suitable within the RM zone. This zone should be applied in areas designated for a residential land use pattern within the Comprehensive Plan's Future Land Use Map. Approval of the Residential Mixed (RM) zone requires a development agreement regulating the development site as provided in section 18.20.190 of the PFMC. Permitted Uses: Permitted and specially permitted uses in the RM zone are listed in the land use table in Section 18.20.030. Multi-family residential uses cannot exceed twenty percent (20%) of the total development site (gross). Neighborhood commercial/office uses cannot exceed 10 percent (10%) of the total development site (gross). NOTICE FOR OBJECTION USDA - Forest Service, Northern Region Idaho Panhandle National Forests Sandpoint Ranger District Bonner County, Idaho Scattered Lands Draft Decision and Finding of No Significant Impact The Forest Service has prepared an environmental assessment, draft decision and finding of no significant impact for the Scattered Lands Project. The Scattered Lands project area is located within Bonner County, Idaho on the Sandpoint Ranger District of the Idaho Panhandle National Forests. The project area is south of the Pend Oreille River, west of Lake Pend Oreille and adjacent to the State of Washington state line. This project is being completed using the Healthy Forest Restoration Act and Good Neighbor Authority. Jessie Berner, District Ranger, has decided to implement the proposed action (the selected alternative). The landscape within the project area exhibits a different pattern of forest cover and vegetation structure types compared to what historically existed there. These changes, due to past management practices such as fire suppression and logging, have altered the natural succession of the forest. Also, they have affected the normal functioning of ecological processes, such as fire, insects, and disease relationships. As such, the primary purpose of this project is to decrease the quantity and modify the arrangement of hazardous forest fuels to reduce the current and future wildfire risk to people, private lands, and resource values. The proposed action integrates fuels and harvest treatments to maximize the effectiveness of treatments to reduce the risk of landscape-level disturbance and increase forest resiliency to insect and disease. The proposed action will treat approximately 7,000 acres. The proposed action includes approximately 3,100 acres of fuels only treatments. Treatments include slash and machine piling (masticating), slash and hand piling, and underburning (prescribed burning). Also, under the proposed action, approximately 3,900 acres would be treated with commercial timber removal, and tree planting would occur over approximately 3,500 of the harvested acres. Commercial harvesting would occur by seed tree with reserves, shelterwood with reserves, and clear-cut with reserves. The proposed action also includes project design features, which are an integral part of this project and are required during implementation. The Scattered Lands Environmental Assessment contains more details on the proposed action, the selected alternative.
