Moses Lake City Council approves Sagecrest Developer agreement

Moses Lake City Council on Tuesday unanimously approved the Sagecrest Developer Agreement, in which Hayden Homes will be reimbursed by the city for certain improvements.

As part of the platting process, Hayden Homes is required to install improvements with each phase of development to the current City of Moses Lake Standards. Hayden Homes began construction of its Sagecrest Phase 1 on Cove West Drive in February 2020, and completed it in September 2020, according to the city staff report. Construction of Phase 2 began in September 2020 and is nearing completion.

In the initial 2019 agreement, the city requested to upsize the sewer lines and replace water lines at the 95-home Sagecrest development on Cove West Drive, said City Manager Allison Williams. Since the city’s schedule ran behind the developer Hayden Homes’s schedule, the new agreement states Hayden Homes will make necessary improvements and the city will reimburse them.

With no reservoir located in the Mae Valley area, the water main in Westshore Drive is crucial, according to the city staff report. City staff determined a 12-inch water main in Westshore Drive will better serve the Mae Valley area.

The line, from Well 31 to Hansen Road, is estimated at $440,000 to complete. Rotschy Incorporated, Hayden Homes’s contractor, will charge nearly $692,000 to install the section of sewer main and associated manholes.

“The motion tonight would be to move forward with the reimbursement of the developer per the development agreement with the finding that the timeline is required by the developer to have them proceed with the project and have them reimburse them,” Williams said. “That was a long motion.”

This was met with laughter.

“How about we pass it, and you can word it right later?” asked council member Dean Hankins.

Hayden Homes has advised the city the plans for Sagecrest Phase 3 will be submitted for review soon.
