City of Moses Lake Notice of Application, Optional DNS and Public Hearing Barrington 4B Preliminary Major Plat: Olsen Homes. LLC. submitted an application on February 15, 2021 for a 22-lot major preliminary plat in an R1- Residential zone. The site is located at the extension of Polo Ridge Dr. between Paxson and Crestview Drives, at 4418 E Sharon Ave, in a portion of the of S 21, T 19, R 28 EWM. The application was determined to be complete and ready for review March 11, 2021. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 17: Subdivisions, Title 18: Zoning, and Title 20: Development Regulations. Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and expects to issue a DNS. The optional DNS process in WAC 197-11-355 is being used. Comments on the environmental aspects of this application must be sent to the Project Planner at the address below by March 26, 2021. A public hearing has been tentatively scheduled before the City of Moses Lake Hearing Examiner on April 13, 2021. Written comments on other aspects of this proposal will be accepted until 5:00 PM on April 12. Persons who want to be informed of future actions, or the final decision, on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in MLMC 20.11, Appeals. Notice of Application and Proposed SEPA MDNS Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on February 25, 2021 from United States Bureau of Reclamation (Designated Contact: Gina Hoff, USBR, 32 C Street NW, Ephrata, WA 98823) and was found to be technically complete on March 12, 2021. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROJECT DESCRIPTION: Installation of a gravity diversion groundwater interceptor drain and installation of an S-pond gate at Troutlodge Fish Hatchery on Rocky Ford Creek to mitigate impacts of increase water flow in Crab Creek as a result of the Potholes supplemental feed route. This project will relieve flooding at the hatchery facilities. PROPOSED MITIGATION MEASURES: 1. Best Management Practices shall be utilized to ensure storm water runoff does not enter adjacent surface waters or wetland areas. 2. All disturbed areas during construction shall be replanted with native vegetation following construction. All plantings shall be monitored for a period of 3 years following planting to ensure success. 3. A minimum of a 1:1 mitigation planting replacement ratio shall be utilized for any shoreline areas permanently disturbed that cannot be replanted (pipe outlet, etc.). 4. Applicant shall comply with prepared archaeological monitoring plan. ADDITIONAL PERMITS REQUIRED: WDFW HPA. STUDIES REQUIRED: None. LOCATION: Troutlodge Fish Hatchery on Rocky Ford Creek.
