Press Release: This is a reminder that Candidate Filing Week begins Monday, May 17th, 2021. Candidates filing in person will file at the Grant County Election Department located on the 2nd floor of the Courthouse, Room 203 in Ephrata, beginning May 17th at 8:00a.m. and it will continue through Friday May 21st at 5:00p.m. to check which positions will be open for filing, go to the Grant County's website www.grantcountywa.gov, check Elections and then check "Offices Subject to 2021 Election". A person filing a Declaration of Candidacy for an office shall, at the time of filing, possess the qualifications specified by law for persons who may be elected to the office. The candidate must be properly registered to vote in the district represented by the office at the time of filing. Electronic filing opens Monday, May 17th at 9:00 a.m. and closes Friday, May 21st at 4:00 p.m. The acceptance of candidate filings submitted by mail will be accepted beginning 10 business days before the opening of filing week, which will be May 3rd. The filings by mail are retained for processing until filing opens for all candidates. STATE ENVIRONMENTAL POLICY ACT Determination of NonSignificance Date of issuance: May 10, 2021 Lead agency: Port of Moses Lake Agency Contact: Milton Mille mmiller@portofmoseslake.com (509) 762-5363 Description of proposal: The Port of Moses Lake (Port) proposes to expand wastewater treatment capacity by constructing a third storage lagoon. Currently, the Port discharges industrial wastewater year-round into two existing storage lagoons (Lagoon 1 and Lagoon 2) with a total storage capacity of 58.5 million gallons. The proposed lagoon construction (Lagoon 3) will add a capacity 71.5 million gallons. The proposed lagoon will be constructed at the site of a current permitted borrow source. The Port withdraws water from the lagoons during the growing season to irrigate 248 acres of crop land through a center-pivot sprinkler irrigation system. This treatment plan is covered under Ecology Permit ST0008063 for land application. This proposal does not alter the land application area or rates, as the design of the facility will discharge Lagoon 3 effluent to the existing pump and center-pivot system already served by Lagoon 1 and Lagoon 2. The proposed lagoon will be lined with exposed high-density polyethylene (HDPE) geomembrane with a geotextile cushion. The geomembrane liner is impermeable to prevent infiltration or interaction with groundwater. A new influent box similar to the Lagoon 1 influent box will be used to feed the new storage lagoon. The new influent box will allow the Port to eventually connect multiple lines to feed the lagoon, which are not part of this proposal. An existing 12-inch polyvinyl chloride (PVC) force main transmits wastewater from the transmission pump station to Lagoon 1 and Lagoon 2. The existing force main will be extended to feed the new influent box. A flow control valve will be installed to allow the Port to control the flow sent to each lagoon. The lagoon effluent will be transmitted to the existing irrigation pump station using an 18-inch PVC line. Location of proposal: The proposed Lagoon 3 will be located in Grant County, Washington, at 47°13'42.257"N, 119°20'18.43"W on parcel 170977000 in the NW Quarter of Section 17, Township 20 North, Range 28 East Willamette Meridian. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the SEPA Environmental Checklist, drawings, and project studies on file with the lead agency. This information is available to the public on request. This determination is based on the following findings and conclusions: The project footprint is mostly within the disturbance limits of an existing gravel borrow source and the gravel areas near existing Lagoons 1 and 2. Project construction will not occur during the active burrowing owl breeding season (March 1 - July 31) within 600 feet of active burrows. Work will occur within 300 feet of a Habitat Conservation Area (HCA), but construction will not impact any active or historic owl burrows, HCAs, or priority habitats. A Cultural Resources Survey was conducted and no cultural or historic sites were determined to be impacted by the project. Best Management Practices will be used to prevent erosion and provide site stabilization during construction. This DNS is issued under WAC 197-11-340(2). The lead agency will not act on this proposal for 14 days from May 10th, 2021.
