The Coeur d'Alene City Council will hear about "Dark Sky Week" at tonight's City Council meeting that begins at 6 in the Library Community Room.

International Dark Sky Week is April 22-30. It aims to raise awareness about the negative impacts of light pollution, the solutions that exist, and simultaneously celebrate the night.

"My goals are to raise the awareness of excessive night sky lighting," wrote Coeur d'Alene resident James Fillmore, who is with the International Dark-Sky Association and proposed that the city issue the proclamation.

According to a press release, "Light pollution is an urgent environmental threat. It is increasing at a global average of 2.2% per year, threatening wildlife and ecosystems, impacting human health, wasting money and energy, and blocking out our view of the universe."

The council will also consider a proposed zone change from R-12 to R-17 for Bethel Baptist Church, 525 E. McFarland Ave.

The Planning Department has forwarded the proposal to the City Council to annex 3.2 acres, with a May 17 public hearing.

The council will also consider approving an agreement with Otocast, LLC, to create and host an audio guide mobile app for $5,000, plus annual maintenance fees.

The app would be used with self-guided tours providing information on the city's public art collection.
