Polson resident Jim Noon was appointed last week fill a vacancy on the Polson Redevelopment Agency board.

The Polson City Commission unanimously approved the appointment at its Aug. 15 meeting.

The Polson Redevelopment Agency is an advisory board to commission to assist in implementation of the city’s urban renewal and tax increment financing districts. Among its tasks, the board considers PRA grant applications for redevelopment in designated blighted areas of the city.

Prior to the vote, City Manager Ed Meece advised that the five-member board currently has just three members.

“That creates significant issues related to quorums and meetings,” Meece said.

At least four of the five board members must be residents of the city.

Noon is retired and lives within city limits. In his application he noted his operational and civic experience, and cited his past work with large faith organizations as a qualifying attribute.

“I think I could bring some insight,” Noon told the commission prior to their vote.

Noon will serve a four-year term that expires Dec. 31, 2025.

The board still needs a fifth member, to be filled by a city resident.

ALSO AT the Aug. 15 meeting, the commission approved a resolution of annexation for a property at 802 11th Street East. Property owners Kenneth and Sherry Koopmans requested the annexation in anticipation of building a home on the lot. They plan to connect to city services.

According to the city staff report, because the property lies within city development jurisdictions, the owners cannot proceed with developing the property unless they are annexed.

The commission also approved an amendment to the final plat for the Ridgewater Phase 8 commercial subdivision.

The commission unanimously approved the subdivision at its June 6 meeting. Since then, the boundary between two of the lots was relocated, requiring an amendment.

According to the city staff report, one of the lots will provide access to soccer fields and is being donated to the Polson Youth Soccer Association.

A second lot is proposed for development, while a third lot will be donated to the Mission Valley Ice Arena Association for an ice rink.
