REQUEST FOR PROPOSALS ADDRESSING HOUSING INSTABILITY CAUSED BY THE COVID-19 PANDEMIC THROUGH THE EMERGENCY RENTAL ASSISTANCE PROGRAM (ERAP) Idaho Housing and Finance Association ("IHFA") Housing Preservation Program ("HPP") is accepting formal proposals for the delivery of a housing stability service to clients and promotion of the US Department of Treasury funded Emergency Rental Assistance Program ("ERAP/ERA1"). ERAP is designed to provide short-term emergency assistance to renters facing financial hardship related to the COVID-19 pandemic. IHFA will award ERA1 funds to organizations in Idaho Regions 1-6 to administer the staffing and program delivery of a community-based program to promote and support residents in the State of Idaho apply for the federally-funded ERAP. ERAP funds may be utilized to provide financial assistance to eligible households including payment of rent; rental arrears; utilities and home energy costs; utilities and home energy costs arrears; and other expenses related to financial hardships incurred due, directly or indirectly, to COVID-19. Program and eligibility guidelines have been developed by IHFA, and RFP respondents are responsible for ensuring program promotion and supporting eligible tenants with in-person case management services targeting the successful submission of ERA1 application materials to IHFA. Total 2022 Funding ERA1 - $7,000,000 Grant period of performance is anticipated to be April 1, 2022 -September 30, 2022. Additional funding beyond September may be made available at a future time. Applicant must be an IRS-designated 501(c)(3) or state or local government agency, with certain exceptions made for 501(c)(4) and 501(c)(6) nonprofit organizations, as well as churches and religious organizations whose programming aligns with the charitable purposes designated for 501(c)(3) status.
