Libby Creek community receives grant for water, sewer work

The Libby Creek community recently learned it received a $600,000 grant from the state to help pay for water and sewer projects.

The Montana Department of Commerce recently announced the award that is part of $2 million package of federal grant funding through the Community Development Block Grant program (CDBG).

In April, Libby Creek, an affordable housing community, was flagged to receive a $1.36 million competitive grant from American Rescue Plan Act (ARPA) disbursements to help pay for its water and wastewater improvements project. The project at the resident-owned mobile home park is estimated to cost $2.4 million. The intent is for the community to connect to city water.

Danielle Maiden, cooperative housing specialist for NeighborWorks Montana, said in March she hoped work would begin next summer.

In addition to the ARPA funds and the CDBG grant, Maiden said in April she would seek allocations through the state Department of Natural Resources and Conservation’s Renewable Resource Grant and Loan Program and the Montana Coal Endowment Program.

In December, the Lincoln County Commissioners agreed to support both grant applications.

Should Libby Creek Community fail to follow the guidelines of the grants, the community, not the county, would be liable for paying back the funds.

CDBG grants are available to eligible local governments, counties, cities, and towns. Local governments may apply on behalf of special purpose districts, unincorporated areas, or non-profit organizations. Counties may also apply for planning grants on behalf of tribal utility authorities.  

CDBG funding originates from the U.S. Department of Housing and Urban Development (HUD).
