ZONING: Could mean more apartments

While the article on the hearing is appreciated, an important fact was omitted from it. In Post Falls, the “CCS” or “Community Commercial Services” zoning designation allows 100% of the property to be Multi-Family Residential, aka Apartments. This is allowed without any City Council hearing once the zoning is granted.
In Post Falls all the commercial zoning designations, Limited Commercial, CCS and CCM allow for some or all the property to be used for residential uses in addition to what would be implied from the zoning designation naming convention of “commercial.”
Due to this fact being ignored by your article and by the fact that the zoning name makes no mention of residential, citizens of Post Falls are often surprised when apartments start to rise up adjacent to them without their knowledge, they assumed commercial meant businesses, not residential. Any zone allowing residential development should be clearly noted as that use. If multi-family uses is desired, the zoning request should be clear as R3, not CCS.
