Regular business keeps county busy

SANDPOINT — A host of housekeeping business kept county commissioners busy on Tuesday.
Among the items on the consent agenda were a liquor license for Wine4U in Sandpoint, approval of a minor land division for Sky Top Estates at Garfield Bay’s MLD0091-22, and several invoices over $5,000.
EMS had an invoice of over $23,500 for powerload stretchers, Road and Bridge had an invoice of over $31,300 for hydroseeding and another of over $13,500 for bristle repair for a power broom. Recreation had a $10,400 bill for emergency repairs to dock pilings damaged in a recent storm in the Cedar Creek area.
Next, County Clerk Mike Rosedale brought the final batch of bills for fiscal year 2022 and the first batch for fiscal year 2023, which began Oct. 1. The county closed out FY2022 with just under $1.5 million left to be paid. EMS ended FY2022 with over $130,000 to be paid. The first batch of bills for FY2023 for the county came to almost $500,000 and for EMS it came to just under $37,000.
Rosedale also took the opportunity to announce that early voting will begin next Monday, Oct. 24 in the county administration building at the elections office, located on the first floor.
Next, Jeff Lindsey of EMS introduced an item to transfer an old 2011 ambulance to Bonner County Emergency Management to be used for storage since it is no longer useful for EMS. Lindsey also transferred a 2016 ambulance to Bonner County Facilities Department since it is no longer needed by EMS.
Daniel Brett and Swati Rastogi of the Bonner County Planning Department brought four items. The first was a request to deviate from road standards for two family parcels off Sunnyside Road, resulting in two parcels over 6 acres in the rural 5-acre zone. Next, Rastogi brought another road standards waiver for a family property division in the western Ponderay area which will result in two new parcels, each 5 acres within the rural 5-acre zone. Rastogi brought the third item, a boundary line adjustment for two parcels in between Dover and Laclede. The request led to the creation of two 10-acre parcels within the rural 10-acre zone.
Rastogi also brought Liz Iha’s request for a refund of the reconsideration fee she paid to challenge Jacob Gabell’s minor land division. The fee was $380. After the board voted to approve the request, Dave Bowman commented over Zoom.
“The motion was to approve? I couldn’t really hear.” When Chairman Dan McDonald replied that it was, Bowman said, “Oh, well then I have no comment. Nice work.” Iha was there in person and thanked the commissioners.
After, Jason Topp from Road and Bridge brought a motion for a budget carryover for several projects that were not completed in last fiscal year. He asked the board to approve a carryover of nearly $345,000 for this current fiscal year for the other half of the department’s striping projects, snowplows that are expected to be available in a few weeks, a Sunnyside shed replacement, and six railroad track paving operations that should be completed by the end of the month.
Bonner County Jail Lt. Cindy Wright brought a resolution to transfer almost $28,000 from one department budget to another. The surplus was leftover from FY2022 and will now be used to cover unanticipated costs for fuel, cell phones, equipment, and office supplies.
Alicia Clark of Human Resources brought a resolution to recruit for a detention technician for the Sheriff’s Office and for a legal assistant for the Public Defender’s Office.
Lastly, Jessi Reinhold brought a motion to reappoint the EMS advisory board, since the pandemic rendered their work impossible shortly after the advisory board’s creation. Seven of the nine original members are staying. The two new board members are the Selkirk Fire Chief Gavin Gilcrease who will be the fire representative and Priest Lake EMT Ashley Blackwell-Farley who will be the transportation representative.
