AMENDED BASE BUDGET ELECTION CITY OF HAYDEN -- ORDINANCE NO. 640 AN ORDINANCE OF THE CITY OF HAYDEN, IDAHO CALLING FOR A BASE BUDGET INCREASE ELECTION TO BE HELD FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY OF HAYDEN, IDAHO, A PROPOSITION FOR THE INCREASE OF THE BUDGET BEYOND THREE PERCENT, AND THE LEVY OF A TAX TO FUND SUCH BASE BUDGET INCREASE. WHEREAS, the City Council of the City of Hayden, Kootenai County, Idaho, has determined there is a need to increase the base budget from property tax revenues from $1,841,019 to $2,384,862, a difference of $543,843, as permitted by law in Section 63-802(1)(g), Idaho Code, commencing with the fiscal year beginning October 1, 2023, to provide for the law enforcement needs of the City of Hayden, Kootenai County, Idaho (the "City"). Section 63-802(1)(g), Idaho Code, allows the City to increase its budget by an amount not to exceed the difference between .004 and the actual prior year's levy multiplied by the prior year's market value for assessment purposes. The expected levy rate for fiscal year 2023-2024 is $54.90 per $100,000 of taxable assessed value, per year, based on current conditions. If the proposed levy is approved, the tax per $100,000 of taxable assessed value is expected to increase by $16.22 per $100,000 of taxable assessed value. The resulting estimated total average annual cost to the taxpayer if the proposed levy is approved is a total City of Hayden tax of $71.12 per $100,000 of taxable assessed value, per year, based on current conditions. NOW, THEREFORE, BE IT ORDAINED by the City Council of Hayden, Kootenai County, Idaho, as follows: Section 1. That a base budget election be held, and the same is hereby called to be held, in the City on November 8, 2022, for the purpose of submitting to the qualified electors of the City the question set out in the form of the ballot appearing in Section 3 hereof. Section 2. That on November 8, 2022, said election will be conducted by the Kootenai County, Idaho Elections Department pursuant to Title 34 Idaho Code. Section 4. That the City Clerk of the City will convey to the Kootenai County, Idaho Elections Office the Official Ballot and the Notice of Election, appearing in Sections 3 and 6 hereof, for election preparation and publication pursuant to Idaho Code. Section 5. That the County Commissioners of Kootenai County, Idaho, will act as the canvassing board pursuant to Idaho Code and will convey the results to the City. Section 6. That the notice of the election will be in substantially the following form: NOTICE OF BASE BUDGET ELECTION CITY OF HAYDEN, KOOTENAI COUNTY, IDAHO PUBLIC NOTICE IS HEREBY GIVEN according to law and requisite action by the City Council of the City of Hayden Kootenai County, Idaho, that a base budget election will be held on Tuesday, November 8, 2022, in the City of Hayden, for the purpose of submitting to the qualified electors of the City of Hayden for their vote at precinct polling sites open 8:00 am - 8:00 pm on the following question: Shall the City Council of the City of Hayden, Kootenai County, Idaho, be authorized and empowered to increase the base budget from property tax revenues from $1,841,019 to $2,384,862, a difference of $543,843, as permitted by law in Section 63-802(1)(g), Idaho Code, commencing with the fiscal year beginning October 1, 2023, to provide for the law enforcement needs of the City of Hayden, Kootenai County, Idaho? Specifically, the funds will be used to pay for the costs of six officers assigned to the City. Section 63-802(1)(g), Idaho Code, allows the City to increase its budget by an amount not to exceed the difference between .004 and the actual prior year's levy multiplied by the prior year's market value for assessment purposes. The expected levy rate for fiscal year 2023-2024 is $54.90 per $100,000 of taxable assessed value, per year, based on current conditions. If the proposed levy is approved, the tax per $100,000 of taxable assessed value is expected to increase by $16.22 per $100,000 of taxable assessed value.
