ACTenviro for the United States Bureau of Reclamation, 1809 E Houston Ave, Spokane, WA 99217, is seeking coverage under the Washington State Department of Ecology’s Construction on Stormwater NPDES and State Waste Discharge General Permit.   The proposed project, Former Dieringer Dairy Site, is located at 9327 Road 10 NE in Moses Lake in Grant County.   This project involves 50.28 acres of soil disturbance for Commercial construction actvities.   Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. NOTICE TO CONTRACTORS Sealed bids, plainly marked “BID FOR BASELINE WEST AND SILICA ROAD WIDENING/OVERLAY PROJECT, CRP 23-04 & 23-07”, will be received by Grant County Department of Public Works located 124 Enterprise St. S.E., Ephrata, WA, 98823, until 1:00 P.M. Pacific Time, Tuesday, January 9, 2024 and will then and there be opened and publicly read.  All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County. STATE OF WASHINGTON DEPARTMENT OF ECOLOGY NOTICE OF APPLICATION FOR SEASONAL CHANGE/TRANSFER OF WATER RIGHT UNDER ONE (1) GROUND WATER CERTIFICATE TAKE NOTICE: That Bill Stevens, Stevens Hay Farms of Soap Lake, WA, has made application for SEASONAL change/transfer of water right in order to change/add a point of withdrawal and change a portion of the place of use as granted under Ground Water Certificate No. G3-24560. That G3-24560 authorizes the withdrawal of 5000 gallons per minute, 937.5-acre feet per year, form April 1 to November 30, each year, for the irrigation of 375 acres. That authorized point of withdrawal is from five wells located within 1) NW¼NW¼NE¼ and 2) NE¼SE¼, both being in Section 14; 3) SE¼NE¼ of Section 15; and 4) W½NE¼ and 5) NE¼NW¼, both being in Section 23, T. 23 N., R. 29 E.W.M.
