OIL CONTAINMENT: Is it worth spending $250K?

Reading with interest the Higgins Point dozer leak story.
As a former operator of a Caterpillar D-9G I can safely say the fuel capacity of that machine is 200 gallons.
Assuming it was filled to capacity, and it’s been down there for nearly 35 years. Is there really justification for spending $250,000 on further containment?
How much more fuel could there be? What damage has actually been documented from this accident. The eagle and kokanee populations are at record highs. Doesn’t the surface residue gas off in wave action?
What is the justification for spending this amount of money on a spill of 200 gals max dumped 35 years ago?
