GRANT COUNTY WATER CONSERVANCY BOARD NOTICE OF APPLICATION FOR CHANGE OF GROUNDWATER CERTIFICATE G3-00984C TAKE NOTICE: That on October 24, 2024, Stevens Land Holdings filed application number GRAN-24-01 with the Grant County Water Conservancy Board (GCWCB) to add a point of withdrawal and change the place of use under Groundwater Water Right No. G3-00984C. G3-00984C has historically been transferred on a seasonal basis; the purpose of this change application is to make the once seasonal changes permanent and to add an additional point of withdrawal. That said right, G3-00984C, under priority date October 7, 1970, authorizes the withdrawal of 600 gallons per minute (gpm) and 150 acre-feet per year (AF/yr) for seasonal irrigation of 60 acres from one point of withdrawal well located within the SW¼ NW¼ of Section 3, T. 22 N., R. 29 E.W.M. on Grant County parcel 180470000. PUBLIC COMMENT PERIOD: 11/8 – 12/10/24 Draft boundaries for the Pasco Basin groundwater subarea The Washington Department of Ecology invites public comment on the boundaries for the Pasco Basin groundwater subarea. Defining the boundaries are part of the new process to develop a permanent groundwater management framework for the Pasco Basin. A new groundwater rule will increase the amount of water in the basin that can be lawfully allocated and resolve legal and regulatory questions over how that water can be used. In 2021, the Washington Legislature revised Ecology’s authority to enter into an agreement with the U.S. Bureau of Reclamation to develop a groundwater co-management strategy and allocate groundwater that exists because of the Columbia Basin Project. The first step in the development of the co-management program is defining the boundaries of the Pasco Basin subarea, where groundwater will be managed. The subarea is located within the southern third of Grant County, the western half of Franklin County, and the western third of Adams County. The proposed boundaries are consistent with the current boundary of the Pasco Basin subarea previously established by chapter 508-14 WAC with subsequent modifications. A map of the subarea is included with project documents on the website provided below. The Draft Order defining the boundaries of the Pasco Basin subarea is available for a 30-day review and comment period. Information on where to access documents and submit comments is located below.
