Idaho Housing and Finance Association Seeks public comment regarding proposed changes to the 2024 & 2025 Annual Administrative Plan for Idaho’s HOME, HTF, and NSP Programs IHFA is the HUD grantee for the State of Idaho’s HOME Investment Partnerships, National Housing Trust Fund, and the Neighborhood Stabilization Programs. These programs are federally funded affordable housing development assistance programs. IHFA proposes to make this change to the 2024 & 2025 Annual Administrative Plans, Chapter 2 Rental Housing: When IHFA is unable to commit any or all current or past allocations of HTF to developers for eligible projects; IHFA will provide to CDBG Entitlement communities a “Request for Funding” to subgrant unallocated HTF. IHFA is amending its Administrative Plan to allow for the subgranting of HTF to the following: City of Boise –$7,740,121 in HTF from Program Years 2023, 2024, and 2025 City of Pocatello –$1,050,000 in Program Years 2020 and 2021.
