NO. 2830 CITY OF WHITEFISH NOTICE OF PUBLIC HEARING ON BUDGET AND PROPERTY TAXES AND ASSESSMENTS The Whitefish City Council has completed the City’s preliminary budget for fiscal year 2026, its proposed final budget for fiscal year 2026, the appropriations, tax levy and assessments, and budget amendments for fiscal year 2025, which have been placed on file and are open to inspection in the City Clerk’s office located at 418 E. 2nd Street. At the regular meeting of the Whitefish City Council to be held on Monday, August 18, 2025, at 7:10 p.m. in the Whitefish City Council Chambers, 418 E. 2nd Street, the City Council will hold a public hearing for the purposes of receiving public input and approving a final budget, making appropriations, fixing the tax levy and assessments, and approving budget amendments for fiscal year 2025 for the following: 1) amendments to the annual budget for fiscal year 2025; 2) approve a final budget for fiscal year 2026; 3) levy and assess property taxes, including the Permissive Medical Levy; 4) levy and assess Street Maintenance District No. 1 within the City; 5) levy and assess Special Improvement Lighting Districts No. 1 and No. 4 within the City; 6) levy and assess Parkland and Greenway Maintenance District No. 1 within the City; 7) levy and assess Stormwater Improvement and Maintenance District No. 1 within the City; 8) levy and assess Special Improvement District No. 166 (JP Road); 9) levy and assess Special Improvement District No. 167 (Downtown Parking Structure); 10) levy and assess for weed control and/or removal of snow, ice and other impediments; and 11) levy and assess for collection of certain delinquent utility service charges. During the 2025 Montana Legislative Session, Senate Bill 542 and House Bill 231 were passed and subsequently enacted into law. As a result, the tax rates for certain property types have changed. For example, the flat rate of 1.35% for residential properties will now be a graduated scale based on market value. The City expects to receive its certified taxable value from the Montana Department of Revenue on August 4, 2025. While the final proposed number of mills has not been determined at the time of drafting this notice for publication, in general, the City intends to increase its general levy and permissive medical levy to collect at least an additional $559,148 in property tax revenue to cover increasing costs. Additionally, the voted 24-mill levy for the Fire Department will be converted into a dollar value voted levy in accordance with Senate Bill 542 and House Bill 231. All maintenance assessments will be assessed at the same rate as the prior year. NO. 2831 WHITEFISH COMMUNITY DEVELOPMENT BOARD NOTICE OF PUBLIC HEARING    At a meeting of the Whitefish Community Development Board on Thursday, August 21, 2025, at 6:00 PM, the Board will hold a public hearing on the items listed below. A request by Dalen Property Holdings LLC for a Conditional Use Permit to construct a second building on their property at 6345 Highway 93 S. The mixed-use building will include a medical office on the first floor with two apartments on the 2nd floor. The property is currently developed with a medical office. The property is zoned WB-2 (Secondary Commercial District) and can be legally described as Tract 1BC in S1 T30N R22W, P.M.M., Flathead County. (WCUP 25-06) Compton-Ring 6. A request by the City of Whitefish for a Zoning Text Amendment to §§11-7-11 (Nonconforming Uses) 11-7-12 (Amendments) and 11-9-2 (Definitions) to accommodate changes to state law due to the adoption of Senate Bill 252 and House Bill 713 pertaining to protest provisions and factory built dwelling units.
