Design budget approved for Post Falls operations center

The Post Falls City Council on Tuesday unanimously approved a contract with Integrus Architecture to begin the design of an $11.7 million Public Works Operations Center.
The new center will consolidate operations and transition from the use of leased space at the Water Reclamation Facility.
Costs will be divided between the city’s general fund, water budget and water reclamation budget.
The $721,707 design contract includes planning for the first phase of the project, bringing together several public works divisions currently operating out of different locations in the city.
The new center will be constructed on a 9.5-acre city-owned site on Hargrave Avenue, east of Pleasant View Road.
Andrew Arbini, projects division manager for Post Falls, said the new facility was a finding in the 2021 facilities need assessment, confirming Post Falls needed to relocate streets, fleet and water divisions from the Water Reclamation Facility.
City Councilor Joe Malloy said the reclamation facility has to be expanded based on report details.
“This isn’t something new for the sake of it being new,” he said.
The scope of the project includes public works administrators, streets operations, water operations, crew space accommodations, water shop and parking, covered storage, gates and site improvements and Hargrave Road improvements.
The city is looking into incorporating fleet relocation.
Phase one includes an operations shop for the water division, heated storage for streets, support space for streets, water and fleet operations staff, as well as office space for public works administrative support staff.
Integrus Architecture, which completed the facility’s feasibility analysis in 2024, was selected from the city’s approved roster for architectural services.
Project design will continue through early 2026. Building is expected to take place next spring.
Construction is estimated to take about a year.
