County approves final plat subdivision, zone interpretation

SANDPOINT — A subdivision located off Kelso Woods Drive and Contour Lane received unanimous approval for its final plat during Tuesday’s business meeting.
Bonner County commissioners approved Lochlyn Estates Subdivision’s final plat after determining it met all conditions set by a previous board, including a request for validation of Kelso Woods Drive as a public right of way.
A final plat is a legal document that established the division of property into separate parcels. The plat includes details specific to the lot's boundaries, streets and easements. It also shows a direct illustration of how the applicable property will be divided.
The subdivision is expected to sit on a 70-acre parcel, split into seven lots of about ten acres each, and located off Kelso Woods Drive and Contour Lane in Athol. According to a memorandum submitted to the board, the lots will be served by individual well and individual septic systems.
A preliminary plat for the file was originally approved by county commissioners Jan. 6, 2025.
County commissioners additionally approved the interpretation of a zoning boundary for property in Sagle near Smokehouse Road.
The parcel, according to a memorandum submitted to the board, is split zoned between Recreational and Suburban, where the parcel owners are unable to apply for a requested conditional use permit due to the discrepancies.
As allotted by Bonner County Revised Code 12-315, county commissioners unanimously agreed that the parcel should be entirely zoned Recreational, stating that the discrepancy is the result of a mapping error.
