East Columbia Basin Irrigation District, Julio Gonzalez, 55 N 8th Ave Othello, WA 99344, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, EL 80.6 Delivery System, includes the EL 80.6 pumping plant and approximately 4.5 miles of the EL 80.6 pipeline. The pumping plant will be located east of Othello, Washington along the District’s East Low Canal, approximately half a mile west of S. Lucy Road, and one mile north of the intersection of Hwy 26 and S. Lucy Road. The main EL 80.6 pipe alignment will start at the pumping plant site, extending east along the section line. This project involves 75 acres of soil disturbance for utilities construction activities. Some discharges and runoff will go to ground water. The receiving waterbody is the East Low Canal. Any person desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology’s action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice.
