STATE TIMBER SALE CR200432, HEADWATERS CEDAR A public oral auction will be conducted at the Idaho Department of Lands office, 2550 Highway 2 W., Sandpoint, ID 83864, at 9:00 a.m. local time, on Wednesday, December 17, 2025 for an estimated 3,545 MBF of timber marked or otherwise designated for cutting. In addition, there is an unestimated volume of forest products that may be removed at the option of the purchaser. Prior to bidding, eligible bidders shall present a certified check or bank draft payable to Idaho Department of Lands, or a bid bond acceptable to the State, in the amount of $124,653.95 which is 10% of the appraised net sale value of $1,246,539.50. The successful bidder’s deposit will be forfeited to the State should the bidder fail to complete the contract. The State will not accept bids from parties who are delinquent on payments on existing state contracts. The average starting minimum bid price for Cedar is $1,212.30 per MBF and for Non-Cedar is $216.69. Ordinance No. 144 AN ORDINANCE OF THE CITY OF MOYIE SPRINGS, IDAHO REPEALING ORDINANCE #68 RELATING TO THE AREA OF IMPACT OF THE CITY OF MOYIE SPRINGS WHEREAS, the City Council of Moyie Springs, Idaho, previously adopted Ordinance #68, establishing an Area of Impact pursuant to Idaho Code; and WHEREAS, the City Council now finds it necessary and appropriate to repeal Ordinance #68, in accordance with the procedures set forth in Idaho Code, including but not limited to Title 67, Chapter 65 (Local Land Use Planning Act); and WHEREAS, the City has provided proper notice and opportunity for public comment as required by Idaho Code § 67-6509 and other applicable statutes; NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MOYIE SPRINGS, IDAHO: Section 1: Repeal of Ordinance #68. The Ordinance #68 adopted December 28th, 1994 by the City of Moyie Springs, Idaho, relating to the establishment of an Area of Impact, is hereby repealed in its entirety. Section 2: Effect of Repeal. All provisions, regulations, and requirements established under Ordinance #68 are hereby rescinded. Any references to the Area of Impact in the City Code, zoning regulations, or planning documents are to be considered null and void. Section 3: Compliance with Idaho Code. This ordinance is enacted in accordance with Idaho Code §§ 67-6526, 67-6509, and other applicable statutes, which provide the authority and process for establishing and repealing Areas of Impact. Section 4: Severability. If any section, subsection, paragraph, sentence, or phrase of this ordinance is declared invalid or unconstitutional by any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions. Section 5: Effective Date. This ordinance shall be effective upon passage and publication according to law. Ordinance No 145 AN ORDINANCE OF THE CITY OF MOYIE SPRINGS, IDAHO TO REPEAL THE INTERMIN ORDINANCE 140 SEWER MORATORIUM, ON THE ISSUANCE OF NEW SEWER CONNECTIONS OR SEWER LINE EXPANSIONS ; PROVIDING FOR AN EFFECTIVE DATE, PROVIDING FOR SEVERABILITY; AND DECLARING THE SUBORNATION OF ALL ORDINANCES, RESOLUTIONS, AND ORDERS IN CONFLICT HEREWITH. Whereas, the City Council of City of Moyie Springs, Idaho, previously enacted a moratorium on new sewer connections and extensions within the city limits and/or designated service areas; Whereas, said moratorium was enacted to address concerns regarding capacity, infrastructure, and environmental impacts related to the municipal sewer system; Whereas, recent assessments and improvements have addressed the concerns that led to the moratorium, and it has been determined that the sewer system can now accommodate new connections and extensions; Whereas, the City Council desires to encourage responsible development and growth within the city; Now, Therefore, Be It Ordained by the Mayor and City Council of the City of Moyie Springs Idaho: Section 1: Repeal of Sewer Moratorium. The sewer moratorium enacted by Ordinance No. 140, adopted on January 4th, 2023 is hereby repealed in its entirety. All restrictions on new sewer connections, extensions, and related permits imposed by said ordinance are lifted effective immediately. Section 2: Permits and Connections. The City of Moyie Springs shall resume processing applications for new sewer connections and extensions in accordance with all applicable city ordinances, regulations, and standards. Section 3: Severability. If any provision of this ordinance or its application to any person or circumstance is held invalid, such invalidity does not affect other provisions or applications of this ordinance that can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are severable. Section 4: Effective Date. This ordinance shall be in full force and effect from and after its passage, approval, and publication as provided by law.
