Law roundup: Juveniles committing crimes or helping neighbors?

Spotting a group of teens trundling along with a shopping cart half full of unbagged items, a passerby immediately suspected thievery was afoot. They told the Kalispell Police Department that the group of possible criminals had made off with quite a haul of canned goods and were headed south on Fourth Avenue West. So concerned was the passerby that they circled the neighborhood to keep up with the accused bandits and reported seeing them head into a school. With that revelation, dispatchers began to question the caller's theories. Officers later determined the youths were involved in a food drive.
The police ticketed a motorist, possibly a student, for parking in front of a fire hydrant.
A property manager asked that officers ban a man from the premises for repeatedly sleeping in the common area.
